Bromine and Arsenic (same period - IVth) - Bromine is a non-metal with one valency, whereas Arsenic shows semi-conductor like properties and its valency is 5. The nuclear attraction is higher on the valence shell for Br, as well as it needs just one electron to satisfy its octet - so Br is definitely more reactive here.
so Br is more reactive than As
Bromine and Astatine (At) [same group] - again I would say Br is more reactive - again because Br is more electronegative (due to relative proximity of the valence shell from the nucleus).
