In the 1992 election, President Bush found himself on the defensive against Bill Clinton and Ross Perot largely because of criticisms of his management of
...the economy. The US was in a massive recession at the time. Compared to Clinton and and Perot who made it an important part of their platforms to discuss the country's fiscal health, it seemed that Bush was out of touch and unable to address the problem with credibility affecting the perception voters would have of him. Even after the first Desert Storm, he failed to touch base on the economy which his opponents took advantage of. The term "The economy, stupid." came from the 1992 election from Clinton's campaign camp as one of the things that they should focus on. It was meant only for the staffers, but it quickly spread into the public turning into "It's the economy, stupid" which became a rallying cry against Bush.
