how do we know if when we report, it was addressed or not?

We don't usually report back to users who file abuse reports how a situation was handled. I've made exceptions to this in the past in very specific circumstances, but as a general rule we don't report back. Usually, in the event of answer sniping a mod will either reply to the question or DM the user as a first attempt to solve the problem. If we continue getting reports after that, we'll start issuing warnings and suspensions if the user doesn't seem interested in changing their behavior.

Ultimately, the goals behind this policy are to protect users who genuinely made a mistake (we don't want to embarrass them and therefore discourage them from using the site) and to minimize the amount of time it takes to deal with issues (if a mod had to report back to the reporting users for each abuse report, they would take a lot more time).

Ultimately, all abuse reports are looked at. There is probably a small percentage that fall through the cracks from time to time and don't get handled (we see them, but think another mod has handled it or will handle it), but we're human. If you see multiple offenses of the same variety a few hours after reporting a user, then report them again.
