No, P(x) is just a statement. x is any element in some set. Lets say that P(x) is only true for some elements in that set, then only when those elements are plugged in is it true.

IE: Let P(x) be the statement "x>3" where x is an element of the set{1,2,3,4,5}. What are the truth values of the set?. it's easily seen that only P(4) and P(5) are true.
