First, clearly science offers explanations/descriptions of observable phenomenon. So kill D immediately. Laws don't offer explanations but offer descriptions. So kill B. What do you think? Remember a law describes things: I observe that when a happens, b happens A theory explains why: A must be doing such and such because b does this when I do that.

I would honestly say this should be multiple response, not multiple choice. Because both A and C are really not incorrect. They apply under certain circumstances. IE: if you start changing things around the law may not still apply. Because they apply under certain circumstances they are really descriptions of specific relationships. A and C. One may be MORE correct than the other though, but I think it's nebulous. Someone may be able to chime in.
