y = -1/3x - 4 Because a slope is perpendicular to another slope if it is the reciprocal of the slope. So 1/3x would be a slope that is perpendicular to 3x. And I knew the y-intercept was -4 because that's where the line would have to pass through to pass through the given point. That's also why the slope is negative, so it would pass through the point.
