Well |3x-2| is the absolute value of 3x-2, so that means it's positive no matter what. So first add two to seven, which is 9. Now you have |3x| < 9. So just divide by three to get x by itself, and you'll find that x< 3. The graph of this is showing that x is anything below 3, so you'll shade everything behind x=3 (a vertical line through the point (3,0). Hope this helped.
