I believe that is called fanfiction. But if formally published as a novel with characters similar to pre-existing ones, that is a form of plagiarism.

No. If it is an active copyright, it is copyright infringement, NOT plagiarism. Here's the difference: taking another persons idea and calling it your own is plagiarism. Taking another's copyrighted or trademarked idea and putting your own twist on it could be copyright infringement. Fanfiction can be copyright infringement, but usually is not legally pursued unless money is being made from the idea. Therefore, If I write a story about Mickey Mouse building a home on a beach with Pluto and fishing off the shore and catching a whale, I have not plagiarized anything because that idea has not been written down until just now. However, by using Mickey Mouse and Pluto, I have used characters that have been legally trademarked by Disney. Disney could step in and say, "don't do that or we'll sue you." However, the only reason for them to even bother threatening this is if I'm making money off it that I'm not giving them a share of. Since most fanfiction is just stories written by FANS and read by the public with nobody making any money on the story, most companies don't bother with pursuing fanfiction, but they legally could.
