you subtract the new value to the old value and then divide it to the absolute value of the old value. then multiple the quotient by 100%.
I think you did it just a little bit wrong. Instead of dividing by .7, divide by 2.

That looks perfect to me. You can arguably put a negative in front, but the number is correct.
I would say a -65% change, or a 65% decrease.
