what is the difference b/n system program and application program?

If I am sure, the system program is bellowing to the Operating System, so it has a high priority, the opposite of a user/application program, which is just a normal program.

yes part of the OS, usually we called them routines

Yeah, systems programming is generally low-level and accesses hardware directly. Application programming usually builds on abstractions and stays at a fairly high level comparatively.
