if they are perpendicular that means \(\theta = 90^o\) so \[\tan^{-1} \left( \frac{\sqrt{(-x)^2 + (2)^2}}{\sqrt{(3)^2 + (12)^2}}\right ) = 90\] or something like that i would suggest just doing trial and error with your choices rather than really solving that...

hint: the dot product of two vectors will be zero if they're perpendicular to each other.
