I am not sure about this and I am not getting the question too but in my view: 20% should be the tip so 20% of 100 is 20.. So: 100 - 20 = $80 So: Now you have 80 dollars.. And suppose you spend x on your dinner then: \(x + 20 \le 100\) This can be the inequality..
x+(20x/100)<100 where x is amount of money spent on dinner and 20x/100 is 20% of dinner money as tip

since you have 100 and want a 20% to be tip lets call the food portion \(P\) , and 20% of that is \(.2P\) therefore you want \(1.2P=100\)\divide to get \(P=100\div1.2=83\tfrac{1}{3}\)
i assume the line " What is the most I can spend?" is asking, "what is the most i can spend on food and drink, tip 20% of that amount, and spend $100 total?"
