To quote bill nye the science guy, inertia is a property of matter. This is best conceptualized with newton's 2nd law: F = ma As you can see, for a constant F, increasing m (mass) makes a decrease. m and a are inversely proportional to each other. That means that mass resists a change in velocity, v. That's what inertia *does*

It is basically mass, and it is how hard it is to move something.

it is an effect whereby there is a resistance in the change of velocity( i guess whether it is acceleration or retardation)

My guess is that it's a consequence of the finite speed of light.
