i think it is either c or d, but if i had to choose one i would chose d.

Without reading all your course material I believe you are correct. Civil rights weren't an issue until the 50's and 60's. Lincoln is famous for wanting to heal the nation.

D. Lincoln, and for that matter most sensible leaders of the time, were aware of what a gargantuan task it was going to be to re-integrate the South after the ruin and slaughter of the war. The North had neither the patience, manpower nor money to treat the South as an occupied territory for long. The nation was exhausted, bled white, on both sides. Lincoln steered a middle course between those who, relatively heedlessly, wanted to punish the South broadly -- e.g. those who felt the seceding states had ceased to exist, and that all of them should revert back to unorganized territory (as in the West), and new states have to be formed and admitted to the Union -- and those who felt that the South should almost immediately re-assert its fairly privileged position in natinoal politics, that once again the Presidency should be dominated by Virginians, et cetera. He wanted the leaders of the Confederacy powerless, and the blacks firmly given their rights, but he also wanted the ordinary rank-and-file, the soldiers, ordinary white people (not slavocrats) brought back into peaceful harmony with their counterparts in the North. Despite his death, and the intervening weirdness of President Andrew Johnson (who hewed to the latter line), his politices were generally carried out by President Grant. However, the patience and money of the North ran out before things had really progressed that far -- "nation building" is always more expensive and takes longer than you think, and by the time Hayes became President, his goals had been largely abandoned in favor of expediently re-integrated the South and turning a blind eye to what the South did to its resident blacks.
