No, it isn't.
but i guess it is...elementary form of matter ..that is the most fundamental form of matter...if you'll consider the definition of increase in entropy...and also universe is full of photon so it will alternate laws of universe...
but i am confused though
Matter has mass. Photons are pure, massless, energy and momentum.

Well, according to Feynman's QED, photons are the carrier of the electromagnetic interaction — and they are massless. I know nothing of Zhuopeng Xian and his theories!
this is a point...but i went through too many theories that has been published recently and most of them states ..photon is a matter....i guess i have to read it more..by the way thanks for your consideration...
