Yes, because the variables arent by themselves there. In many cases they'll ask questions where it's already in standard form, in those instances you don't have to do anything. Here, you can simply add the 5 to both sides for 3y-5 = 0

The proper standard form is: \[Ax + By = C\] So the leading coefficients (A) must be positive.
