How would I subtract 13-(-4) ?

when you have two negatives next to eachother they counteract, so you would actually add in this case.

when you have 2 negatives it turns into addition. 13+4

Oh ok, so you're basically taking away the negative because of the subtraction?

What about -8+-4?

a plus in front of a negative does not change that sign, you would just disregard it and subract -8-4

look at it this way: ++ will always be addition +- or -+ will always be subtraction -- will always be subraction
