can someone explain how to measure degrees minutes and seconds? example: 75° 15' + 83° 32'

1 degree = 60 minutes 1 minute = 60 seconds

for every 60 minutes its one degree? then what happens to the remaining minutes if it doesnt go into the one degree anymore
