How do you know if a number isn't a scientific notation ?

Scientific notation has a certain form: like 1.016X10^6 You can have only a single digit to the left of the decimal point.

So if it doesn't have a single digit to the left of the decimal point it is NOT an scientific notation ?

Not technically. I believe it is just called exponential notation at that point.

If it doesn't look like that... it is not scientific notation. Do you have an example?

A. 0.023 × 10^-5 B. 1.85 x 10^-90 C. 3.75 x 10^17 D. 9.99 x 10^13

The digit to the left has to be a non- zero digit... thank you for the example. It triggered a specific rule.
