Metals are ductile as the layers of atoms softly glide over one another when pulled into thin strips. Find a material with such properties, and you have a ductile material.

Never heard of a ductile non-metal, but I do concur with UnkleRhaukus. The non-metals he mentioned are ductile in a sense.
