Solve for y
Divide both sides by 0.6:\[y + 3 = {4.8 \over 0.6}\]Or,\[y + 3 = {48 \over 6}\]
In other words,\[y = {48 \over 6} - 3\]
4.8/.6 = 8
Do keep in mind that 48/6 can be simplified.
