it is a nitrogen atom connected with a single bond to two hydrogen atoms, and some other group (mostly alkyl) noted as R1. it is called a "primary amine".

What do the 2 dots above indicate? If they are both single bonds, why is one like a wedge and the other dashed?

the two dots above the nitrogen atom indicate two electrons of the nitrogen that do not form a single bond.

by the way, the different types of lines (dashed, regular and wedge) are just single bonds pointing at different directions - one in the plane of the screen (regular), one behind it (dashed) and one in front of it (wedge).
