this is a "AND" conjunction so..... all x's bigger than -1, including -1 AND all x's less than 3

x's represent all numbers on the number line.... maybe i should've just said that huh?

no... "all x's bigger than -1, including -1" AND "all x's less than 3, not including 3" the graph has an open circle at x=3 meaning it does NOT include 3. if there is a filled in circle (at x=-1, for example) then it will include that point. but can you write all this out mathematically?
