One reason why most conquered people remained loyal to Rome was that Rome A. did not require them to pay taxes. B. allowed some of them to become citizens. C. allowed their leaders to be senators. D. threatened them with destruction should they revolt.
"Keep your friends close, but your enemies closer" is an old saying that rings true here. One of the most effective ways that the Roman Empire dealt with conquered people was to slowly work them into their system - turning enemies into friends, or Romanizing them, until they were just as Roman as the next province. Taxes were needed and Senators tended to be the richest families in Rome, and as punitive as Rome could be to rebels, it was hardly as practical as making them citizens winning their "hearts and minds" to borrow something from today's headlines. So the answer here that makes a lot of sense would be something along those lines.
