If you're talking about the range of the stratosphere, isn't it just what you told us -- between 16 and 50? This means that if you made the stratosphere = x, then, since the stratosphere starts at an altitude 16 km: \[16 \le x\] and since the stratosphere ends at an altitude of 30 km: \[x \le30\] If you combine the two of them, you get: \[16 \le x \le30\] So the range of the stratosphere is from 16 to 30 km.
