Well, I usually put it as close to the verb as possible. Particularly, in this case, "is" means "equal" . And "is not" is the same thing as "not equal"
so.. to negate \[2 + 1 = 3\] you say \[2 + 1 \ne 3\] do i get the concept right?

to negate a statement means to make it negative...for example: Positive: I am happy Negative: I am NOT happy mathematically... Positive: \[7+x=2\]Negative:\[7+x\neq2\]

The book says the same thing you did. It doesn't have to be 100% word for word
