substract -3x from both sides of equal sign
-3x+3x+4y=6-3x
4y=-3x+6
divide by 4
4/4 y=-3/4 x+6/4
y= -3/4 x+ 3/2

Now, neither -.75 is equal to .5 nor -.75*.5 is -1 So, they are neither parallel nor perpendicelar
