What squares and what circle?

Oh that one will be easy. Count up the squares inside the circle -- the ones that the circle does not cross. That's the minimum area of your circle. Now count the whole squares that the circle actually touches -- the ones you left out before. Add them to your previous result, and that is the maximum area of your circle. Hopefully your teacher doesn't want you to guess about the squares that the circle cuts in half or smaller pieces. I trust this helps.
