Lurking variables are either things that you haven't considered that might have an effect on what you're measuring, or are things you are considering that should not have an effect.

Having control groups in an experiment can help reduce the effects of lurking variables. Confounding happens when the controls do not adequately eliminate alternate explanations. One is 'confounded' when they don't know how to properly explain something. See: http://stattrek.com/experiments/what-is-an-experiment.aspx (+1 to amistre for the stattrek link.
