|2x+1|>6+3 we know that |x|>a(a is a constant) is nothing but -a<x<a. so here it is -9<2x+1<9 then -10<2x<8 this implies -5<x<4.This is the range of x which satisfies the given inequality.

second case is negative value, pay attention that the direction changed: 2x+1 < -9
