My best guess would have to be Jefferson Davis. Jefferson Davis was the president of the Confederacy. As such, he was leader of a state that was in opposition to the Union. He wouldn't receive citizenship back. Generals like Robert E. Lee would be welcomed back, all the rest were Union citizens at the time (except maybe John Wilkes Booth, but his treachery started after the war)
