Celia has to construct a triangle XYZ congruent to triangle GHI. Triangle GHI and Celiafs construction so far is shown below. Which step should Celia do next? Adjust the width of the compass to the length of GI and draw an arc above line XY from point X. Measure the length of GI with a ruler and draw a line of equal length from point X. Adjust the width of the compass to the length of GH and draw an arc above line XY from point Y. Measure the length of HI with a ruler and draw a line of equal length from point Y.

I think @psi9epsilon is right because you get a point from the intersection of the arcs of the compass that has the same distance as the two sides that are missing, assuming that xy is the shorter side of the triangle in the picture

@ivanmlerner , thanks, the reason for a and c option is, we need two equal sides , so first we begin by measuring gi and then place the tip of compass at x and make an arc, similaryl we do it for y, this way we have ensured the equal angles and satisfied the congruence fo two triangles
