Why use a clock rate of 64000 for serial interfaces?
When two routers are connected to communicate using a serial cable connection, one end of the router will be using DTE (Data Terminal Equipment) and the other end uses DCE (Data Communication Equipment). In order to communicate effectively with out any delay or to have the same band width, we use 64000 clock rate.

it seems the typical bit rate for a phone call channel, sampled at 8 kHz with each sample having 8 bit content: 8 kHZ x 8 bit = 64 kbps

Serial links are of two types E1 and T1 , T1 has 24 and E1 has 32 Dso Channels , Dso is Channel associated with data and voice , so if ur buying a link 64000 is the minimum bandwidth you can allocate on a serial link. Apart from this there's no compulsion on 64k only u can give any number Depends on Your Service provider , Clock rate Being ur maximum alloted speed .
