there were 10 people who made 20 visits 6 of the 10 people visited exactly 2 stores. That means they made 2*6=12 visits that leaves 4 people who made 8 visits ( 10-6 people and 20-12 visits) everyone visited at least 1 store. that uses up 4 visits we have 4 visits unaccounted for. If the same person made these visits (along with the 1 we just counted), that would be 5 visits maximum.
