It would be solid if the equation was \[y \le 2x-3\]The slope is given by the constant infront of x and the function crosses y-axis at the constant after x. The general function is: \[y < ax + b\]Where a is the slope and b is your y-axis. When it says less than it means the shading is below. Which one do you think it is?
