when you're confused with qustions like this, just ignore the 2 (or what ever number ) for a sec and focus on the graph, or value of y=3cos(x). evaluate the problem at a point you've chosen. for ex: let's pick x=0, so y = 3cos(0) = 3. now without your +2, it'll be y = 3 if you added your 2, then it'll be y = 3+2 = 5 that makes the point 2 point higher on the y axis.... meaning it shifted the graph up by 2 units.
