So as a fraction we have \[\frac{76}{1000}\]This means we take \(76.0\), and move the decimal to the left 3 times. So we get \(0.076\).

The reason I put 76.0 is because it is the same as 76, but it let you see where the decimal place was located.

The reason why you moved to the left is because the division by 1000 was making it smaller, and numbers get smaller as the decimal place moves to the left. Since there are 3 zeroes in 1000, we move the decimal left 3 places.

76 is equivalent to 076 and 0076 as well as 76.0 and 76.00 and 076.0 All these number are the same.
