here you have two variables so you have to consider the sum of their powers and see which one is the highest

2st^4 - power of s is 1 and of t is 4 so total 1+4 = 5 s^2t^2 - power of s is 2 and of t is 2 so total 2+2 = 4 9s^5t - power of s is 5 and of t is 1 so total 5+1 = 6 21 - power is zero so now what is your answer???
