Can someone walk me through finding an equation for a horizontal line through (-3,5)

If it's horizontal then it has no slope. Thus in the mx+b formula, m==0. Since it goes through (-3,5), b must be 5. So the equation would be y=5.

equation of a line is of the form: y=mx+b where m is the slope and b is the y-intercept if your line is horizontal, that means the slope is 0 the line will cross the y axis at 5 so y = (0)x+5 or y = 5
