How do you solve negative exponents in a fraction ?!

if you have something like x_3/x^-7 then you would flip the fraction tog et rid of the negative exponent and so you would get x^7/x^3 = x^4

thanks but what happens if ONLY the denominator or ONLY the denominator has a negative exponent??

well if the denominator and numerator both have the same variable like x^-3/x^7 then you just subtract the exponents so you get x^-3-7 = x^-10 which equals 1?x^10

kay here's an example of a question: 3^-2/2 i know that it would become 1/3^2=1/9 but what about the 2 as the denominator.. and what do i do after 1/9?
