The sample size (I would think) is the number of people who are incorporated in the census. i.e. the sample are the set of people whom you test to draw your conclusion. The sample therefor is the number of people that input information into the census, from which they draw their conclusions. Which group is that?

I would actually say this question is flawed, in that they don't tell us what we are sampling exactly the number/percent of people who don't respond? the number who respond by phone? I am assuming they means sample for the census though.
