Even though the US and South Vietnam beat back the Vietcong and won the battle, it was a shock for a number of reasons. The military knew they were up to something, but not something like this. They underestimated their ability to wage such a widespread offensive in multiple cities. In the US itself, it was a shock there as well as people were led to believe that North Vietnam was beaten down. But the scale of the Tet Offensive had shown just how determined they were.
