it's not time, it's just the same sort of terminology. a degree can be divided into 60 parts called "minutes", and each minute can be divided into 60 seconds.

its not really time here,,its the revolution , like i revolution = 360 degrees, and measurements with minutes and seconds are subdivisions of degrees having nothing to do with time. The names are due to the fact that 1/60th was chosen as the standard, so there are sixty minutes in a degree and sixty seconds in a minute, just like on a clock.
