This one is a little tricky as it could have been either the third or fourth option, but I'd probably go with the third answer --Germany practiced unrestricted submarine warfare. They had declared the waters around England a "war zone" and set about using their U-boats to sink anything that they suspected of supporting their efforts to fight such as commercial vessels -- which included the Lusitania. It's true that the German embassy in the US had issued a warning to Americans traveling on British ships, but there's no way that the U-boat captain can know the nationality of everyone traveling on what his government considered a threat.
