This looks like a question about circles, but forget about the circle itself for a minute and just think about the line that runs through its diameter... it's a line segment like any other line segment. So this problem is really a simple midpoint problem... the fact it's a circle is just a distraction.

(2+6)/2,(-8+4)/2...so b

@jeffrey_r did you understand how to find a midpoint? It's just the middle of the x-values and the middle of the y values. So can add the x coordinates and divide by 2... that's your middle x coordinate. Do the same for the y coordinates to find the middle y coordinate. That's the process @pkjha3105 is showing...
