now take the other equation solve for y and SUBSTITUTE the Y;s

y=(-1/2)x+3
then solve for
3x-2y=2
-2y=-3x+2
/-2 /-2
y=(3/2)x+1

y=y
(3/2)x+1 = (-1/2)x+3
(4/2)x=2
*2 *2
4x=4
x=1
