scientific notation is in the form a x 10^b where a is between 1 and 10 (including 1 but not 10), and B is a number that tells how many decimal places the decimal must be moved to get back to the original number example 2.0 x 10^2 is really 200 the way to see this is that we move the decimal in 2.0 over to the right 2 places because 2 is the exponent with the 10 if we have something like .2 x 10^6, we need to get the .2 between 1 and 10. to do that, we multiply it by 10, and in doing so, we need to take a factor of 10 away from the 10^b part of the scientific notation, so it becomes 10^(B-1)
