every matter can exist in three states of matter its just matter of conditions, lets take iron or steel they are at room temperature solids, when heated enough they turn to liquid and then when heated more they turn to vapor

Take mercury for example it has ability to evaporate at higher temperatures, it is liquid at room temperature and if you cool it down it will crystallize.

If you look up "triple point" then you will see that water can exist in three states (at a fraction above 0oC). I think that steam is a gas - it's water vapour. Note that mist is when this vapour condenses in colder air.
