Take a look at Coulomb's law, which describes the force between two charged particles: \[F=k_{e}\frac{|q_{1}q_{2}|}{r^{2}}\] or, in words, the force is proportional to the magnitude of product of the charges divided by the distance between them squared. It is easy to see that when q2 is 0, the whole expression becomes 0, and there is no force, so the answer is #4, nothing.
