Because of the phase the hydrocarbon is in. A liquid has a finite volume, it takes up whatever container it is in. But a gas has infinite volume, because it will spread thru diffusion. In a container it can be limited, but in the open air it can't.

On the link the person above sent you does have the answer....I pulled out what I think is the impportant part though. which is "Collision theory says that in order to have a chemical reaction two molecules must collide, and they must collide in the correct orientation, and they must collide with enough energy to equal or exceed the activation energy. You can apply that to any chemical reaction, including combustion reactions"
